Deal signed to keep Interval composting going

WILLISTON — The Chittenden Solid Waste District board late Monday afternoon signed off on an agreement to keep the Intervale Center’s composting operation going until the end of June and buy time to resolve permitting disputes over the center.

The composting center’s future came into doubt when it faced fines for not seeking an Act 250 state land use permit for its operation. The composting center then began the process of seeking that permit but could not afford the cost of archaeology studies needed for the environmental review. The center’s directors planned to close May 1, but the pending agreement with the solid waste district prevented the closure.

The district board made some relatively minor wording changes to the agreement Monday, and the Intervale Center’s board must alsosign off on the agreement. The deal starts retroactively May 1 and goes until June 30.

During that time, the Intervale Center and CSWD will negotiate for a way to establish a more permanent future for the Intervale Center, which accepts material such as restaurant waste, food scraps and yard waste. The material — 9,000 tons of itannually — is turned into compost, which can help plants and gardens grow. The district could ultimately acquire the composting operation, but that would depend on finances and how state regulators manage the center’s permit questions, said Tom Moreau, Chittenden Solid Waste District general manager.
